Things to check:
If you have an external tank, make sure the vent is fully open.
The fuel line - an old bulb can cause problems.
Choke is fully off.
Did you check the fuel diaphragm for holes when you cleaned the carb?

my old Johnson 9.9 did the same thing awhile back. I rebuilt the fuel pump and it was much better

The ever increasing addition of ethynol in gasoline is causing problems with small motors. Make sure you use a fuel treatment for ethynol.
