Everybody probably already knows this, but WAM = Waan Aaelon in Majel: a grassroots non-profit, non-government organization that trains Marshall Islands youth based on the traditions of the Marshallese canoe.
Basically they teach (taught?) kids to build proas as in http://tinyurl.com/mnvrmng and other pix in that Picassa album.
In trying to find a source for plans I got a reply from The Mieco Beach Yacht Club on Majuro Atoll to the effect that the plans belonged to James Wharram Designs.
Looking at the Wharram pages, I do not see anything like that.
Is Wharram really the designer?
If so, are the plans for sale?
